I just watered a plant and these teenie-tiny white bugs were scurrying around. They are on the soil, not the plant. Should I get it out of the house? Could they be harmful at all?

Could be any number of different bugs.
Springtails come to mind though. They are often mistaken for fleas because of the way they jump about. They feed on decaying vegetable matter, and are absolutely, totally harmless to humans, pets, and anything else that matters.
