What is eating the plants ouside my house?

The insects look to be wrapped in mud and sticks (like a cocoon) they hang by silk from the leaves and when it moves a little black caterpillar head comes out of the hole in the top of the cocoon and it drags itself across the sidewalk to the next plant. There are hundreds of them and they are spreading. i have never seen them before. Please help. I took pictures but don't know how to post them.

The article mentions that the bagworm is native to Pennsylvania (a Penn State article), but they are native to other states as well. We have them here in Florida.
