How long before a house can be build on a concrete waste site? Plants and grass keeps dying!!!?

The "builder" of my brother’s home used the lot where his house seats now for a concrete pour out-site. His house was 1 of the last three build in the area. Now the grass and plants keep dying. There are about "150 to 200 LOT".

So the question; If the builder use that area for the a concrete pour out site can they build a house on it?

Yes they can build on that lot- chances are there is to much Lime- have to soil tested.
